Antigua and Barbuda has no restrictions on seafarer nationality. Owners may recruit from any labour supply country provided the seafarers are well trained and certificated in accordance with the STCW Convention.
Antigua and Barbuda is a signatory to the STCW Convention but it does not issue certificates of competency. It issues recognition endorsements to certificates of competency issued by a wide range of other signatories to the Convention.
Antigua and Barbuda is also a signatory to the Maritime Labour Convention 2006 and has a full set of laws in place to give the Convention full effect.
