Circulars are used for promulgating advice and guidance on policy and technical issues and other related matters affecting Antigua and Barbuda ships that are not otherwise addressed in the Merchant Shipping Act and Regulations. They cover a wide range of topics and are issued regularly to advise of forthcoming changes in Conventions, policy decisions, and new guidance on interpretation of maritime Conventions.
Circulars issued by ADOMS are catalogued under five primary thematic areas:
- International Labour Organization (ILO)
- The International Convention for the Prevention of Pollution from Ships (MARPOL)
- The International Convention for the Safety of Life at Sea, 1974, and its protocols of 1988 (SOLAS)
- The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW)
- Miscellaneous
Circulars are numbered sequentially by year with subsequent revisions being identified by a revision number. It should be noted that specific Circular numbers may be reserved for future use and may not be published in numerical order.
Circulars also address ADOMS’ interpretations of “to the satisfaction of the administration” and related matters of importance to owners, managers, seafarers, and Recognized Organizations acting on behalf of ADOMS. Circulars are to be complied with as applicable by all parties to which they apply.
